PLAN OBJECTIVES

The Star Ranch Specific Plan is designed to address environmental preservation and sustainability, provide for the continuation of ranching, accommodate present and future housing needs, support the local economy, and preserve the rural environment through sensitive design. A commitment to these ideals is at the core of the following Specific Plan Objectives. They were developed in consultation with the Campo/Lake Morena Planning Group, County Department of Planning and Land Use, Public Works and associated Staff, and other public agencies.

·Continuation of Ranching

·Preserve a working cattle ranch within the Specific Plan area at a size and scale complimentary to the community;

·Provide proper fencing to reduce potential conflicts between residents and cattle ranch operations;

·Preserve the Campo Creek Meadow through covenants and ranch easements to ensure ranching and cattle grazing as continued permitted uses;

·Address Local Housing Needs

·Provide a variety of housing opportunities in a village setting that meets the community’s needs for choices in market rate homes;

·Include senior citizen housing as well as housing for different family sizes and ages economic circumstances;

·Provide single family homes on rural lots ranging in density from 1 unit on 5 acres, up to 5 homes on 1 acre;

·Provide some attached homes for first time buyers and senior citizens in a design that maintains the rural character of the area;

·Use best efforts to achieve fire defensibility, reduced area of disturbance, improved walkability, and design for efficient delivery of water service, sewer service, and electricity by clustering neighborhoods within a traditional Country Town;

·Provide a community park that provides recreational opportunities and a “community gathering space” for both Star Ranch residents and the surrounding Campo/Lake Morena community;

·Support Local Economy

·Provide an authentic rural village commercial center adjacent to the Cameron Corners village center. The village commercial center should provide pedestrian/equestrian amenities and combine the architectural vernacular of the east County mountain region with State Route 94’s history as an Old West stagecoach route;

·Uses in the village commercial center should be designed to support existing businesses and residents, new residents, and visitors to Campo Valley and the proposed Camp Lockett State Park, and should discourage any franchise or national brand merchants. The village commercial center will provide an opportunity for a visitor center, restaurants, specialty retail, an inn, post office, health services and a recreation center;

·Develop a Specific Plan that is technically and financially feasible.

·Feature Rural Design

·Preserve the informal rural character, equestrian lifestyle and slower pace of the Campo/Lake Morena area by avoiding, where feasible, design elements typical of suburban developments. Curbs and sidewalks shall not be allowed in residential areas. Design shall, encourage walkability. Instead of formal sidewalks trails, berms and swales will be used when possible to accommodate pedestrian travel;

·Design a roadway system that conforms to the existing rural character of the Lake Morena/ Campo area;

·Provide adequate circulation and access including secondary access, to improve response times and circulation during emergencies, such as brush fires;

·Limit the number of access points from Star Ranch to Buckman Springs Road and SR- 94. Driveways shall not be permitted on these roadways;

·Utilize existing Ranch roads and trails where possible for both pedestrian and vehicular travel. Roads and trails within the Ranch area that are not essential for fire department access may be surfaced with pervious materials, such as decomposed granite;

·Minimize visual impacts, where feasible, from existing residential areas and roadways within Campo Valley. Preserve the broad expansive vistas along the central valley and eastern pasture;

·Implement the County’s Dark Sky policies throughout the Country Town to minimize light pollution.
